Can I combine the grass ski area with the Kusatsu Onsen hot springs?

Yes — that is the standard day-trip. Tenguyama sits at the edge of the onsen town and is walkable from the famous Yubatake hot-water field in about 10–15 minutes. Most visitors grass-ski in the morning, then soak in one of the free public bathhouses (Shirohatanoyu, Chinoyu) or pay-for-entry Sai-no-Kawara Rotenburo (¥700) in the afternoon. The Tenguyama summer lift (separate fare) also runs in the green season for casual sightseeing if you do not ski.

How is the Kusatsu grass ski season organised?

Roughly late April through late November, weekends and holidays. Mid-summer (July–August) is the busiest window with families and competition training squads; spring and autumn are quieter and cooler for skiing. The facility shares the Tenguyama slope with winter ski operations, so the same lifts and base lodge serve both seasons. Check the resort site for the year's exact opening / closing dates before driving up from Tokyo (3 hours).
